This note is written on the back of a photo of my gf. He served in the Russian army in WWI, likely as a translator. I think that in this photo he is in a POW camp in Austria-Hungary.
Could you please translate the brief note? If the handwriting is too faint, please let me know and I will see if I can improve the image.

I'd like to have a translation of this postcard, and of the postmarks if you can see them clearly enough. It is addressed to someone in Ostrog, which was part of Poland in 1908. My grandmother and her family the Booksteins lived in Ostrog in 1908. They came to the US in 1913-20.
These are the given names which I know:
Joel Bookstein and wife Bessie Saphir Bookstein
Their son Mendel Bookstein and wife Zelda Gichelman Bookstein
Their children:
Necha, Dora, Clara, Jenny, Sol
Avram and his wife Adia Kantor Bookstein
Other surnames: Feinstein, Greenberg

The administrators of the local provincial lunatic asylum declared that Moritz Maschke, 48 years old, Jew, resident of Graudenz, born in Preussisch-Stargard, having been married to Marta (Rosenberg), resident of Graudenz, son of the deceased merchant Salomon Maschke and his deceased wife Selinde (unknown maiden name), both parents most recently having resided at [his place of birth], died in Neustadt at the provincial lunatic asylum on July 20th 1909 at 1:45 pm.
Other questions
Where is Neustadt located? There are several towns by this name.
I'd like to learn more about lunatic asylums in 1909 Prussia. Any suggestions for reading?
Is it possible to get records from asylums in Poland?

Hans was one of the 137 Jews killed by the Italian bombing of Tel Aviv on September 9, 1940, and is buried there. Robert had just arrived in Australia.
