10/24/2010 5:30 PM Based on the advertisements in the picture, I suspect that this picture was taken in Philadelphia, Pennsylvania, USA, around 1935:

Union Leader Tobacco cost 10 cents around 1935 (as per a magazine advertisement from Nov. 1935)

The Abbotts Ice Cream sign seems to read "Philadelphia" right beneath the word "Abbotts".

Other signs read:
Breyer's Ice Cream (the leaf sign in the background) This product was started in Philadelphia.

Bell Telephone Service (the Bell sign). It usually designated the presence of a payphone.

I've lived in Philadelphia for over 50 years and recognize these products that were very popular. If there is more to the picture than you posted, maybe I could figure out more information from the full picture.
