Hello,
Here is what I can make out. This entry notes a marriage that occurred some years prior. I don’t have enough background knowledge on this region to understand all the legal language and abbreviations, so some points have question marks in square brackets to indicate uncertainty.

Marriage Book.

1851, September 7 — Offenbach

STERN, Moses, since 15 December 1862 a local citizen and merchant, from Gedern (in the Grand Duchy of Hesse), born in Gedern on 23 October 1823, legitimate son of Salomon STERN and his wife [no name listed]

and

LÖWENTHAL, Jettchen, since 15 December 1862 a local citizen, from Homberg v[on] d[er] Höhe[?], born in Homberg on 6 July 1824, legitimate daughter of the there-residing Löb Herz LÖWENTHAL and his wife Bella née LÖB

were married with each other in Offenbach (in the Grand Duchy of Hesse) on 7 September 1851.
