RIVKA LEAH daughter of Reb Ze'ev

She passed away 11 Iyar 5690

Rivka is Hebrew for Rebecca.

Leah is pronounced LAY-AH.

'Reb' is an honorific; it does not mean rabbi.

Ze'ev [zeh-AYV] is Hebrew for wolf. Some men with this name have a secular name related to wolf, such as Wolf, Wolfgang, etc. I've also seen William and other names beginning with W. Of course, the secular name could be something completely different, as there are no rules.

The 11th of Iyar, 5690, began at sunset on May 8th, 1930, and ended at sunset on the 9th. The date on the stone is the 8th, which would indicate that she passed away between sunset and midnight of that date.

(By the way, it is extremely rare to see the mother's name on a tombstone, at least among Ashkenazic Jews.)
