This is a letter written by the relative of a cousin.

I would greatly appreciate a translation.

I apologize for the poor quality of the scan. I realize that this letter is a challenge, particularly the crowded upper part of the page. Whatever you can decipher would be greatly appreciated.

There may be a few sprinklings of Hebrew. If you do not read Hebrew, please just ignore those.
