On  Response
8/28/2018 10:20 AM I've just glanced at the first few lines as I don't have much time at moment. It is unfortunately about a death.

I'm not a native speaker and a real Russki would do better than me in understanding handwriting variances. I'll give it a go, hopefully later today, by which time maybe someone else would have beaten me to it.
Dear Madame Zoya [....] (It is unclear perhaps the last name is similar to ROMISARY)
I again allow miself to write to you about the death of your relative Madame Kadan-Glazira (not very clearly written last name). I have already written to Mr. William Romisariyev (the name is not clear, but it is exactly the same as the addressee of this letter (from Zoe), but [....] I did not receive any answer.Mr lady and friend of the late Madame P [....] The name is not clear. Madame P [....] The name and the surname are not clearly written, the pain did not last long and she died quietly. We buried her and did everything that is supposed. There are quite a few things left by her mistress [....] That still keeps her belongings in the room, which she held.I considered it my duty to ask for your permission to liquidate these things in order to make a monument on her grave, I beg you [....] to respond.
[....] The most respectable Madame [surname is not clear]

8/28/2018 11:52 AM The proper names and surnames aren't recognizable, so I placed a ? where I couldn't read...

Respected [?]
Please allow me to write to you again about the death of your relative Madam Ragan Gessine (?).
I have already written to Mr. William Romisar(?),
but unfortunately did not get the reply.
I'm the neighbor and acquaintance of the deceased.
Mme Pasina(?)-? was briefly sick and quietly passed away. We buried her and made all necessary arrangements. A lot of her things have been left
behind. Her landlord, a very pleasant woman, tells me that she still keeps the deceased items in the room she occupied. I consider it my obligation to ask your permission to liquidate all these items and things, to pay for the monument and grave of the deceased. I beg you to reply to me.
Respectfully, (? name ineligible)
