From what I understand, Arthur Hilsenrad with an attorney imprisoned in Transnistria. This card appears to be an appeal on his behalf that he be given an opportunity I can't translate with my own limited tools.

I'd be grateful for a translation of the typescript and the handwriting here. I'd be further grateful if someone can add to the context of what I currently understand about this (which is very little).

The person sent a request which was submitted for resolution to the Governor of Transnistria, Gh Alexianu (who was shot in 1946 together with Ion Antonescu). The handrwritten text is as follows:" should answer that for the return to the country of Jews from Transnistria only the government (i.e. meaning the Cabinet, my note) can decide. Return him the submitted documents.
