It's the second page of a marriage register entry, likely from the 1890s (i.e. before they rearranged the form so that the bride's mother didn't get pushed to the second page). (It could theoretically be from a few years later than the register-book format change, because some registrars continued using the old books until they filled up.)

Bride's mother: the late Mrs. David Kreindler born Seindel Liba Kolker, residence Bogdán
Witness: Mózes Veingarten, chandler, residence Bogdán, age 24 years, known personally to registrar
Witness: Freida Adler, residence Szurdok, age 20 years, identity confirmed by Fogel Kreinder resident of Bogdán
Remark: below-written civil official's Hungarian-language questions and statements were explained to the non-Hungarian-speaking bride in the Russian language that she understands. Read forth, explained, approved, and signed by the marriage parties and one witness, the other witness made her mark due to illiteracy.
