Can someone please decipher and translate into English the top line of this handwritten notation on the back of a photo of my great-great grandfather, Lazar Mandl, gemeindebeamter (civic official) in Senica/Szenitz?

Der sel[iger] Vater, ע"ה

(The deceased father, may he rest in peace)

Lazar Mandl

Gemeindebeamter (community official)

in Szenice (in Senica)

"Gemeinde" is a term that often means "Jewish community". Thus, rather than a civic official, he might have been an official in his local Jewish community.
