Interpretation:

This is a certification by the Gritzev committee that Avraham Yitskhak Tannenboim of Gritzev has gone through a specific internship to become a Hebrew Mohel, being accompanied [followed, not haunted] [through this internship] by the necessary professionals.

I couldn't say whether this refers to having finished the internship or partial, but I can tell you with certainty that one does not become a confirmed Mohel before performing a certain number of circumcisions while in the presence of a recognized one.
