Rabbi R. Yaakov Meir (in?) the Rabbi Avraham HaCohen Yaka. Born in 1868, was ordained by the late Gaon HaNatz"iv from Volozhin, the late Gaon HaRie"s from Kovno, and from the late Gaon R' Yerucham Yehuda from Minsk. In the year 18.. he was appointed to be the head of the Beit Din (Jewish court) in the City of Malat. Under the printing press you can find his book Trimot Ya'akov, [?] to Halacha and Action, and a second part under the name of [?] Jacob. [I don't understand the last line.]

Some of the "vav" have worn out.

The first book's name is "Trumot Yaakov" - Yaakov's Contributions.
It is a book of questsion and answers (שו"ת).
The second part is "Yaakov's Vineyard", dealing with interpretation(?), and the most illustrious of this generation [of Rabbis] agree that it should be "disseminated [among the poeple of] Israel and distributed to [the people] of Yaakov".

Comment:
Israel and Yaakov in the last sentence are both expressions for "all the Jewish People". It's a familiar, traditional expression for emphasising absolutely all Jews, everywhere, descendants of Our Forefather Yaakov whose second name was Israel.
