This is Hebrew, I can read part of it.

March 16 1961--
Dear Evelyn,
I received your lovely postcard and your gifts for the Passover holiday, I found you [sorry my Hebrew is not that great], let me also send you tidings of happiness to you and your mother and the whole family. Much happiness and long-term happiness/richness and fulfillment of all your dreams. Please let me know in advance if you received the [dictionary?]. They told me at the post office that this would arrive in a month. I sent is on the 4th of February, so it should have already arrived. Meir and the children send you their heartfelt best wishes [?] and from me I send you warm kisses. With love, Marcelle (Marcel? Marisol?) Dinitzah [Tzintzah?}

The above translation is correct.

The line at the beginning of the letter, where the translator wrote that he/she is not very good at Hebrew, reads: "I thank you for your kindness and good heart"

The word "dictionary" which the translator wasn't sure, is also correct.

2 minor corrections: the post office said it would arrive "within" a month, and the date it was sent was the 9th of February.

Since Meir (as in "Meir and the children") is a male name, I suggest with writer is a female, and her name is therefore Marcelle.

A further small correction: She only wishes Evelyn "happiness". The Hebrew word for happiness is distinguished from the Hebrew word for "richness" by a single letter at the beginning. They sound identical, or almost identical (depending on the way you pronounce the letter ע'). Given the clear, correct, beautiful writing here, I have no doubt Marcelle meant "happiness" אושר/
