I can not find Berlina Guberino, Russia or understand my Grandmother's writing

This is a bit of a long shot, but I wonder whether your grandmother copied that place off a Russian-language document...

Vilna [Vilnius] -- and its surrounding province or 'Gubernia' -- was home to a significant portion of the Russian Empire's Jewish population.

Vilna looks like this in Russian:

Вильна

with a little imagination that might become "Berina" -- and I don't think the L loop is in the same ink as the rest of that word.

As I said, a long shot, but, if no one else has any better ideas, it might be worth considering.
