It's the civil marriage act for Shlomo Eliezer Rottenberg (from Sieniawa) and Esther Feigar Schwarz (from Przeworsk)
The civil marriage has been celebrated in Luxembourg on June 30th 1911.

I am searching the identity of each of their parents and the witnesseses of the civil marriage.

In the year1911on June 30 at 10.30 o’clock in the morning, did attend before us Alphonse Munchen, major and employee of the civil stand of Luxemburg in the Grand Duchy of Luxemburg,
Salomon Lüser Rottenberg, commercial representative , 23 years old, born in Sieniawa in Galicia on January 26, 1888, residing in Metz, residing in Hollerich in Luxemburg, hometown Sieniawa, major son of [ Samm ? ] Rottenberg, merchants from Sieniawa and agreeing this wedding according the added cat and his late wife Brandl born Nagram, lately residing in Sieniawa and deceased there on December 17 1910.
And Estera Feige Schwarz, without occupation, 26 years old, born in Przeworsk in Galicia on August 15, 1884, residing in Metz, legally in Przeworsk, major natural unrecognized daughter of the late daughter of the unoccupied and unmarried Male Schwarz, in life residing in Przeworsk and deceased there on September 3, 1905. The civil stand of the bride is certified by the presented acts.
Both wedding partners have declared that the hereafter mentioned children : 1. Hermann Leo Schwarz, born in Metz on June 27, 1909, 2. [Bredud ? ] Bedle Schwarz , born in Metz March 22, 1911 as theirs and legitimized here.
