This stone has something quite uncommon: the name of the deceased is the same as the name of his father. There are two situations, that I can think of, in which this can occur: 1) His father died while his wife was pregnant; 2) He was adopted, and his biological father and adoptive father happened to have the same name.

Both names are preceded by a one-letter (the letter Chet) abbreviation that can have multiple interpretations. One could be that it stands for "chashuv", the important one. Another is that it stands for "chasid", the righteous one. A less likely possibility is that is stands for "chaver", which is a title bestowed on esteemed members of German-Jewish congregations; as this grave is located in Romania, this is probably not its meaning.

The 7th of Shvat, 5701, began at sunset on February 3rd, 1941, and ended at sunset on the 4th.

Given that the Gregorian year is 1941, it could also be the socialist Zionist of "chaver" = "comrade" -- actually quite common in Eastern Europe.
Also, in 1941 parts of Romania were under Soviet rule -- so it could even be the communist usage.

And there's no surname on the stone --

No adjective on the stone translates to "modest". The correct translation is given by the first translator.
