It's a declaration of the intention to retain Hungarian citizenship.

book expert (occupation)
Berlin resident, who was born on 16 May 1885 in Hajdúdorog, declared in writing at this consulate on 27 February 1940, that pursuant to decree 1939 XIII section 2 paragraph 4, he intends to retain his Hungarian citizenship.
The above declaration extends to the following people, who are the declarant's
wife who lives with him: born Weit Valéria (family and given name), as well as Stein Herbert (given name) born in 1926, his minor child living with him and subject to his paternal authority.
This certificate does not yet prove the retention of Hungarian citizenship.
Dated in Berlin, 27 Feb. 1940
