Please provide a complete line-by-line English translation of this 1900 Russian death act (Krasnobrod act 21) for Riwka LIBEL. Include every name and patronymic, marital status/phrase, any husband name or reference, parents, age, occupation, residence, exact dates, informants/witnesses and their relationships, plus any marginal notes. Key question: does the act identify her husband or otherwise tie her to Chaim Ber MILC? Source: Polish State Archives, Krasnobrod Jewish civil register.

Акт №21. Состоялось в посаде Красноброды 30 октября 1900 года в 11 часов утра.
Явившиеся лично божничные дозоры *) Сендер Лефлер,62 года и Фишиль Эльбаум, 42 года объявили, что 29 октября 1900 года в 8 часов утра умерла в посаде Красноброды Ривка Либель, замужняя, 48 лет, дочь Тевеля и Хавы- супругов Либель, жителей посада Красноброды.
*) Божничие дозоры — органы внутреннего управления еврейских общин в Царстве Польском. Дозоры были введены высочайшим указом 20 декабря 1821 года взамен одновременно упраздненных кагалов. Во главе божничьего дозора были поставлены: раввин, помощник раввина, как его заместитель, и три члена божничьего правления, так называемые «божничьи надзиратели».

Drawn up in the *posad* (a small town or large village) of Krasnobrody on October 30, 1900, at 11:00 a.m. Appearing in person, synagogue board members*) Sender Lefler (aged 62) and Fischil Elbaum (aged 42) declared that on October 29, 1900, at 8:00 a.m., Rivka Libel—a married woman, aged 48, and the daughter of the spouses Tevel and Hava Libel, residents of the *posad* of Krasnobrody—had died in the *posad* of Krasnobrody.

*) Synagogue boards (*bozhnichnye dozory*) were internal administrative bodies of Jewish communities in the Kingdom of Poland. These boards were established by an Imperial decree on December 20, 1821, to replace the *kahals* (traditional Jewish communal councils), which were abolished at the same time. A synagogue board was headed by a rabbi, an assistant rabbi (acting as his deputy), and three members of the synagogue administration, known as "synagogue overseers."
