This is gravestone of my paternal grandmother who died at age 27, when my father was two years old. I'd appreciate a translation of the Hebrew inscription, and if possible, the meaning of the design at the top.

The sound of wailing is in our streets.

A woman soft in years [young] was taken from us.

Mrs. REYCHIL daughter of Reb Yechiel Michel

She passed away 6 Nisan 5677. May her soul be bound up in the bond of life.

‘Reb’ is an honorific; it does not mean rabbi.

Yechiel [yeh-CHEE-ayl] Michel is a common “double” name.

The 'ch' in her name and in both names of her father is pronounced as in Chanukah and Bach.

As to the image at the top: I’ve never seen one like it. It almost looks like a stylized weeping willow, which I have seen (in a more realistic representation).
