This is the birth record in Hebrew (see my red rectangle) and Russian of Hene Keyle Kletski, born July 14 1881, 29 Tammuz, in Kovno/Kaunas City, registered as F140 (female 140) on the ledger page. I can translate the Russian and have a transcription, but would appreciate a fuller translation of the HEBREW.

It looks like her parents were Yisrael Shlome, son of Yitzchak Kletski, and Chaya Basya, daughter of Yitzchak. I'm particularly interested in the description of the father's status. Was he a "town dweller" (meshchanin in Russian)? He apparently had some connection to Vilna city or Vilna gubernia, can you decipher the Hebrew to give a fuller description?
