This birth record M170 of Abram Yosif Kletskiy was recorded in both Russian and Hebrew. I'm interested in getting a more meaningful translation of the Hebrew side, the part outlined by my gray rectangle, in particular the description of the status of the father, Yisrael Shlomo, son of Yitzchak Kletski.

The translation/transcription posted of the Russian said that the father was a town dweller (meshchanin) from the Troki District "from Zizmariai Society." I think that meant that he had a connection to the town of Zhezmir (Zhizhmory), but I'm not sure what the connection might be. The Hebrew seems to say he's an ezrach (citizen/meshchanin), but I can't figure out the rest. Is he "from here?" (Kovno), but originally from Zhezmir or maybe recognized as a community or congregation member in Zhezmir?

It says
מעדת עיר זעזמאר נפת טראקי

Not familiar with the word נפת but Google claims נפת means subdistrict.
