Totally, thoroughly incorrect.

It's a quote from the book of Proverbs, chapter 25, verses 16 and 17.

The date looks like 14th of Sivan 5698 which would make it 13 June 1938. I can't make out the word preceding the date, which I assume is a place name.

When written in their usual order, the letters giving the year's value תרצ"ח create the word "you will murder". Therefore their order was frequently switched, as here, to create the word תרחץ - which means "you will wash".

The word preceding the date is Ulanów, which is indeed a place in Poland.
