Hello,
Here is a translation. Indeed, the German-controlled territory of Alsace-Lorraine, which included this city, existed from 1871 until the end of the First World War.

[Note that all mentions of “him” reference Isaac. Note also that while the signature spells the father’s surname “HIRSCHENBERG,” the clerk consistently spelled it “HIRSCHENBERGS.”]
