This is Page 3 of a 4-page letter that my grandfather (born in the Russian Empire in a town now Voroshilovka, Vinnytsya, Ukraine, and immigrated to the US) had and my father (born in the US) had laminated, but I don't know if the writer was in the Russian Empire or in the US, who the sender or receiver was, or when it was written. I will upload the other 3 pages separately.
