This is an image from the Protokolbuch of the city of Mannheim, dated about 1662.
It concerns the Jud, Jakob Pfeffer.

I would very much appreciate a transcription and/or translation or any additional insights.

... gestochenen Hammeln kein Pfund zu verkaufen. Mit Bitte, dass E.E. Rat, (weilen sie Metzger ihnen Vorstehern zu parieren verweigerten) ihnen dergleichen ebenfalls allesernstes ... , und also sie Juden bei ihrem angelegten Verbots hierin zu manutenieren, als ist die bekannte Judenmetzgers churfuerstliche Landesordnung vorgelesen und ihnen ernstlich befohlen worden, von denen bereits geschlachteten Hammeln das saemtliche Fleisch und Eingeweide so bald in den Neckar zu tragen. Die noch lebende Hammel ebenfalls ebenfalls ... an wiederum aus Mannheimer Gemarkung wegzutreiben, und ist ihnen ueber das die Herrschaftliche Strafe expresse vorbehalten worden.
