The image is page 11 of the Skuodas Pinkas, one of the few remaining pinkassim from Lithuania. The signature from the middle of the page is apparently that of Yekhezkel Katzenellenpogen, the Knesset Yekhezkel.

I would like to get a gist of what is being said on the page (obviously parts are cut off). If needed, I can try to enhance the image to get better contrast.

I think there may be several points of historical interest on this page, not least the personal involvement of the Knesset Yekhezkel in the appointment of a new rabbi for Plunge, more than a decade after he supposedly left Lithuania for Altona.

10/4/2026 2:56 PM It's a ruling about merchants' financial obligations to the community, singling out wholesalers (old Polish: ogulmy) for a discount. Rabbi Yehezkel Katzenelpogen wrote it as rabbi of Keydan (Kedainiai) in 1709. The lower half of the page, a confirmation of the ruling, was written by his successor in Keydan in 1717.
