This text may be from a Russian passport around 1914 or 1915. I'd like to know:

1. What is the English translation of the entire text?
2. Which town names are given, if any?
3. What language is the text written in?

Thank you.

3/15/2021 7:37 AM This is a receipt for the fee of 20 rubles paid at the Russian-Finnish border on November 10, 1915. The name of the passenger is illegible for me.
3/15/2021 12:13 PM it is Russian.
Movsha s/o Shmuil KLYAZ was taken 20 rubls and promised to get it back on returning from Finland, because there existed the rule which permotted to take some sum abroed, and Movsha had 20 rubles more.
It happened on the Beloostrov station of Finland railway.
I don't find the place on the Soviet roads map

This website shows that Beloostrov was a border station between Russia and Finland.

Here is some info in English: https://en.wikipedia.org/wiki/Beloostrov

on Nov 10, 1915 Movsha s/o Shmuil KLYAZ', on the station Beloostrov of Finnish railway, according to the ROYAL decree from Nov 15 1914, defining the sum of money permitted to be taken abroad, were detained 20 twenty rubles which should be paid to him on returning

Interesting, if it was foued in his decestors' papers means he has never returned to Russia...
