I would like a translation of this document which I found amongst the papers of my father-in-law Ralph Brest. I have no idea what the document is.

The bearer of [this document] Lina Tumin, American citizen, who arrived in Russia bearing a passport issued by the police of the City of Washington on Sept 3, 1909 N 13603 is permitted to reside in the Russian Empire from the date indicated below [Feb 13, 1914] to Feb 13, 1915.

If she wishes to continue residing in Russia [after this date] she needs to request a new passport or face legal consequences.
