The birth is in 1902 but the filing seems to be in 1918. Did it take 16 years for the paperwork to be processed?. The one signing is not the doctor or midwife but the father. Anybody came across any similar situation?

12/16/2020 11:46 PM My grandmother and her brothers were born in Kentucky with parents from Russia/Poland. They were born in the very late 1800s but their births were not registered until the boys joined the service for WWI.
12/17/2020 7:58 AM My father had two birth certificates. The first birth, as "Jozef", was recorded by the midwife on 21 Dec 1901(Cert #32170) and again by his mother, in October 1923, as 10 Jan 1902(Cert #38097).
12/17/2020 1:24 PM It looks like Statewide registration of births began in June 1912 in Virginia. Robert was likely born at home in 1902, and no paperwork was ever filed. In 1918, for some reason, Robert needed proof of birth.

It was so common for people not to have birth certificates, that when Social Security began in the mid-1930's, the WPA used old census to index people born 1870 or later. That was the reason for the original census index cards, not for genealogy. You had to be born 1870 or later to sign up for Soc. Sec
