I would appreciate a translation of the text on the upper right corner. Could it be that it is explaining how the Dunckel name became Flor? This is a birth record for Emma Dorothea Dunckel Flor in 1901.

Hamburg August 30 1905
Before the undersigned employee of the civil record did attend today the commercial traveller Friedrich Dunckel, called Flor, actually residing in Hamburg, Sandweg 30a and handed over the decision oft he Royal Government President in Schleswig dated May 21 1905,according to which his mentioned wife and child is given the authority instead oft he familyname Dunckel, to which name they were obliged, from now on to care the name Flohr.
