Trying to confirm day, year, & name of deceased. I translated it so far as: “In the day ??? of Menakhem Av [month of Av] 5691 [?] [August 1931], died the young man Yiftafiyu [?],the yeshiva student of our teacher and rabbi Ze’ev, and son of our teacher and rabbi Yosef. May his soul be bound up in the bond of everlasting life”
1st line: After "b'yom/in the day," I see gimel-resh-gimel = 3-20-3=26. Is that correct?
2nd line: After "Av," I see tav-resh-tsadey-alef = 400-200-90-1=[5]691=1930-1931. Is that correct?
3rd line: After "ha-elem/the young man," I see what must be his name, but am not sure what it is. "Lo Yafetfiyu?" It almost looks like a phrase beg. with "lo/no." Is this his name? If so, what is it?

On Tuesday [pm] - 23rd [ month] Menachem
SECOND LINE
Av [ in the year of: תרצא] = 1931 died
THIRD LINE
the mute who did not speak[= who spoke only when necessary?]
FOURTH LINE
the young man [ or yeshiva student] our teacher Rabbi Zeev
LAST LINE
the son of our teacher Rabbi Yosef May his soul etc
5/10/2018 4:14 AM as to the date, I read yom gimel, caf gimel (I know that caf should look different, but there is just no other relevant possibility) menachem av 5591 = Tue Aug 2, 1831.
I think the name of the deceased is Zeev ben Yosef, and the word/s after 'elem', which I do not understand (abbreviation? and/or Aramaic?), is not part of the name.
5/10/2018 4:19 AM I believe this is the correct translation of this tombstone (I checked the perpetual calendar and it fits):

“On the third day, the 23rd day of Menakhem Av [month of Av] 5591 [Tuesday 2 August 1851], has died, the mute does not open his mouth(ha'ilem lo yiphtach piv), the young student our teacher and rabbi Ze’ev, son of our teacher and rabbi Yosef. May his soul be bound up in the bond of everlasting life”

There are two mistakes in the text which rendered the reading difficult. The date "khaf-guimel" is written with an "end khaf".
And the word "yiphtach" is missing the letter "phe".
This sentence is meant to convey that no one can really understand nor comment, why someone so young and knowledgeable in Torah has passed away.

So the correct name is: Zeev son of Yosef.

5/10/2018 9:25 AM the text is a reference to psalms:

Ps 38:13 But I am as a deaf man, I hear not; and I am as a dumb man that openeth not his mouth.

it's possible that he was deaf, but it seems more likely that it's an expression of being dumbstruck with grief at his death. especially since the next word is "avreich", which would refer to a young, unmarried man.
