On  Response
4/3/2017 12:49 AM Katsuzev Kiryat Kodesh ["the holy community", i.e., a Jewish community] Rechzel.

I'm not sure about the spelling of the names, as in Hebrew the vowels are omitted. A broader context would be helpful.
4/3/2017 1:14 AM I rather think the name is Katzev'ZV [ZV = unusual spelling of Zev?], where the sign "'" is a separator rather than the letter yud ("i" or "y").
4/3/2017 8:34 AM it seems that someone has transposed the letters into reverse order, so instead of reading right to left, they actually read from left to right: "to the memory of the holy congregation of bezhustek", presumably brzostek, poland (galicia).

puzzles are fun.
