This is page six of a 1921 passport application for my grandmother, Pessie Gamus Gamburg. I would appreciate an exact translation of the entire page.

"PERMISSION"
I, the person noted below, Ruvin Gomburg, son of Abram, resident of Volok[?], district of Novoaleksandrovsk, region of Kovno, by this letter give permission to Pesia, daughter of Leib, [cannot make out the surname and one or two other words] on behalf of myself and of our son[?] Shevel Yankel, 4 years old, for a passport that would allow unlimited residence within Russia and unlimited travel outside her borders. Signed, Ruvin Abramovich Gomburg, New York, December 26th 1916/January 8th 1917. The letter is notarised at Kings County [Brooklyn], NY. The stamp at the bottom is from a Russian agency that received the letter and is basically a translation of notary's certification above. [The Russians put down a wrong date]. The stamp over the stamp on the left is from Russia for the 3 ruble payment received.

[So this is related to her stay in Russia from 1917-1921, not to the later application for Lithuanian/American documents in 1921. The child mentioned seems to be the son Yankel mentioned as a nine-year-old in 1921.]
