This is a newspaper ad concerning my great grandfather, Levi/Levy/Lieb Dolmatch.

As far as I l know, he was a meat inspector (or something like that) in Brooklyn, but someone told me that this appears to be an ad for a scribe. so it's quite mysterious.

Can you provide a word-for-word translation?

I am providing you with my educated guess and opinion. Yes, this seems to be an ad offering scribe services (books of the torah and teffilin among them).

If he was a kosher meat inspector, he would have been learned in Hebrew and Yiddish and have been able to offer and provide services of a scribe.

The name at the top states Reb Levi Dalmatch. The use of the word "Reb" preceding his name is an honorific title of respect. It does not imply rabbi, but if he was a kosher meat inspector (probably a shochet/ritual slaughterer), he could have also been a rabbi.
