10/7/2012 5:21 PM It's the logo of a photographic studio in Yuzovka, perhaps the same Yuzovka, Ukraine (named for a Welshman who founded the factory town) where Khrushchev was born.

Being a logo (on the back of a photo, I presume) there is no date
10/11/2012 6:12 AM It's definitely that Yuzovka, the street name matches (the photographer was on Shapovalova Street). Yuzovka is now named Donetsk (in Ukraine). This photo would have been taken before 1924, as the city was then renamed Stalin (later Stalino, then in 1961 Donetsk). It is a mining area. The photographer, Matyukin, opened sometime after 1892, and by 1896 had moved to a different address. So this would probably have been taken between 1892 and 1896.
