What is the significance of this document? Both my father and mother have one in preparation for their departure from Vienna, in 1939.

9/14/2011 11:34 PM This document by the town of Vienna does certify Hermann Diamant , medical doctor, born March 28, 1812 ?? ?? as having the right to live in Vienna.

The line "Stand" has the word "Ledig" written after it, in other words, "Status: Unmarried"
9/16/2011 2:24 AM This is a "Heimatschein" which certifies that the person named within "belongs" to a certain community - in Austria Hungary, they used the word "heimatzuständig".
It is something similar to today's citizenship, only on a more detailed level (in this case, Vienna instead of Austria).
So this paper certifies that Hermann DIAMANT, doctor, born on March 28, 1912 in Vienna (IKG = Israelitische Kultusgemeinde), single, has the "citizenship" of the city of Vienna, B.U. XV - 2655/IV/21.
My guess is that these numbers (B.U. etc.) refer to the "citizenship" file of Hermann DIAMANT who seems to obtained this Heimatrecht for Vienna in 1921 - as was often the case with Jewish people who originated in parts of Austria-Hungary which were lost to Austria after WWI and who decided to stay in what was left of Austria after the war. You can contact the Wiener Stadt und Landesarchiv, Magistrat MA35 for citizenship questions.
