This is Gitel and Velvel's "Certificat," in Romanian. I would be very grateful for a full translation (and interpretation) of the form itself, the handwritten comments, and the seals. What is the function of this certificate?

CERTIFICATE
The present certificate, issued by us with signature and legal seal, states / certifies that in the Jewish registers of vital records for births of the city of Orhei from the year 1916 under No. 53 of girls / female there is the act / document with the following content:
"The year 1916, month June, day 9, was born to the bourgeois of Orhei Volit (not sure of the final letter, looks like a "t" to me) son of Ghers, "sapocinic" [this is the occupation but I do not know what this means] and to his wife Ghitlea a girl "Pereli".
The Rabbi of Orhei - signature (can't read the name)

The seals are the seal of the Rabbi of Orhei

I would guess that this certificate would have been needed / used as a replacement of the original birth certificate, which was probably lost
