The photo is a cut from a birth registry of my g-g-grandmother from 1869.Its written in Hungarian. Can anyone read and translate it into English?

9/14/2010 1:26 AM The beginning is something like: Based on the decree #4199/10864/91 of the deputy sheriff, the date of birth

and the last 3 line is illegible, but I think is something about authenticity of the date.

About the only word I can decipher is "szuletes napja". The translation of that means "birthdate"...Jo

When turned on its side, the printed words provide some more info....These are two of the words that I recognize:
1) katonai = military, katona = soldier
2) raktar = storeroom, raktarbbol = from the storeroom....Jo
