I would like to know the exact town name and location. It seems to be a compound name of some sort.

8/4/2010 10:07 PM First word, "wsi" = "rural". Not sure, but the second word could be Sielce and the fourth word could be Mokotow. See http://en.wikipedia.org/wiki/Sielce.
8/4/2010 10:23 PM The third word could be Gmina, meaning an administrative district. In 1860, Sielce might have had this relationship to Warsaw.
8/5/2010 4:10 AM The only Mokotow in Poland is now a part of Warsaw. It has a part named Sielce. Here is a web page (in Polish) about this part of Mokotow: http://www.sielce.waw.pl/
