This is an unknown Krakow document regarding my great-great grandfather, Ksiel Pelikan. I would appreciate a translation from Polish to English. Thank you.

5/19/2009 and this is the "business card" issued October 30, 1867, by the Magistrate of Krakow.
It says that mr. Ksiel Pelikan (appropriate age, member of the community) has the permission to run his own tailor-business in Kazimierz, Krakow.
5/19/2009 Municipal Authority Head Office of the City of Krakow.....Issuing Mr. Ksiel Pelikan ...years of age: proper age .....born in,of the county of, residing at: local inhabitant ....... A MANUFACTURING (INDUSTRIAL)lICENCE to carry out independently the profession of tailor on Kazimierz Street. Ascertaining that Mr. Ksiel Pelikan, was duly entered as a tailor in the Income Registry, under L. 179.ex867 Krakow, October 30, 1867......For the President (signature)
