the letter is actually in Russian, not in Belarus.

Informational notice
The archives holds records for Minsk, Vitebsk, and Mogilev governorates prior to and including 1917.
To locate records for the Krinsky family we recommend to contact National Historical Archive of Belarus in Grodno[NIAB-G] at the following address
23005, Grodno, Gospodarchaya st 21 (email: niab_grodno@tut.by)
regarding possible location of the documents.

To locate records for the Iserman (Esserman) we recommend to contact State Historical archives of Latvia (LV - 1048, Riga, Slokas st 16, website: http://www.lvva-raduraksti.lv/ regarding possible location of the documents. Our archives doesn't hold requested records.

If required, the archives can research Leah Iserman (Esserman). This requires providing last and first names, father's name, approximate years and place of birth, and also town/village where her parents and siblings were registered. Without this information, it is not possible to find conduct research.

At the same time we would like to inform, that birth metrical books 1897-1899 for Minsk Jewish society, where registrations of Jewish residents of city of Minsk of Minsk uezd of Minsk governorate (currently city of Minks - capital of Minsk oblast of Belarus republic), is not stored in archive (not preserved [didn't survive/doesn't exist/etc]), due to this fact, it is not possible to locate birth record of Leah (nee Iserman (Esserman)) for these years.
