I tend to think this may be a receipt for tuition for school?
12/8/2011 3:31 AM The text translates to:

"Public Secondary School in Kowel

Second Year student Mojzesz Kadłubowski has paid tuition fee in the amount of 180 Marks.

1st December 1921"

"GIMNAZJUM" was a Polish secondary school for students between 10 and 18 years old (or 12 and 16 yo, after the 1932 reform), introduced after WWI and abolished after WWII. The Kowel Gimnazjum was called "Słowackiego", after a Romantic Polish poet J. Słowacki.

"Mk." is short for Polish Marks, which were substituted by Polish Zlotys in 1924.

"Second Year student" means, that Mojzesz Kadłubowski was about 11 years old in 1921.
