This photograph shows an older woman seated with a younger woman on each side standing. My grandfather believes they are his father's mother and 2 sisters.

I am not sure whether you are still in need of a translation, but since I found your post in the ViewMate archives without a response, here goes (the writing is a mixture of German and Yiddish wording):

Transcription:
Biete das cu geiben
Moiszen lieber Sohn
ich szüke dier ein
Pftograf und dafür
szüke mir ein Brief
du denkst wen Du
szükst kein geld bien ich
beis wen die wost gehat
wosti awade geszükt
ich grüse diech deine Muter

Translation:
Please give this to Moiszen [pronounced Moishen = diminutive of Moses?]
Dear son, I send you a photograph and in return send me a letter
You think that I am upset if you don’t send me money - if you had [any] you would of course have sent me
I send you regards, your mother
