This is the marker (erected ca. 1970) at one of the Nazi mass murder sites in the forest near Yurovshchina, Ukraine. From Google Translate I see that it says: "Light memorial to the victims of Fascism. August-September 1941."
I am trying to understand the meaning of the word translated as 'light.'
