Is it possible to sharpen the image so that it can be translated? The picture is of a monument in memory of the Jews who were killed in Yampol, Kornitsa and one other town whose name I am trying to discover. I think it is something like "Belagarsky" but I would like to be sure and also have a translation of the inscription.

2/12/2013 5:21 AM I could read most of it. If you make a higher resolution scan so it would be possible to zoom in, it would help.
Here is what I could make out:

... residents (of)
Yampol, Belogorsk and
Kornitza
brutally murdered
by fascists on 27th ...(month) 1942
