I am hoping that someone will be able to translate this document word for word from Romanian into English for me.

10/5/2013 9:40 AM Based on this Declaration, the money is due Misters/Mrs. Frantz, Duca, Ronet and Altar Iosub, sons/children of the deceased, who according to Art. 1 from the law about income tax … 1921, are due to pay the treasury taxes of registration calculation with 2, 3, 4 and 5 % in the amount of 10,520 lei (Romanian currency).
Seeing that the heirs….
It has been decided
That Frant, Duca, Ronet and Altar Iosub, being the children/sons, the first residing in the city of Tulcea and the others in Belcesti Village, Iasi, to pay the State the amount of 10,520 lei registration tax toward the remaining asset left by the deceased Meer/Meir Iosub.
Some sort of tax and 2% 3200

Basically it says they are approving the current verbal declaration (minutes) for the inheritance of 420,000 lei and have decided that the inheritors of Iosub/Iacob Meer are Frantz, Banet/Ronet, Altar, being the son to pay the state 23,120 lei for registration tax.
Submitted in Bucharest, today 17/II/925 (the II Roman numerals, if that’s what it say, means February, and I assume 925 means 1925)

10/6/2013 4:15 AM As a result of the Declaration that this fortune is to belong to Frantz, Duca, Ronet and Altar Iosub, sons of the deceased, who according to Art 2, Paragraph 1 of the law for gradual duties on inheritance of 1921, have to pay to the treasury the registration taxes for calculation with 2,3,4 and 5 % in the amount of lei 10520.

This Protocol will be presented for approval to Mr the Minister of the Treasury according to article 68 of the law of the stamp.
