This is a comment field from a birth ledger from 1892 from the Jewish community of Vienna, Austria. The child's name was Ferdinand Traurig, but was also listed as the index as Trauring. The father's name is listed in the same ledger as Traurig, but in the comment it says Trauring. I'm hoping this comment will shed some light on the apparent name change from Traurig to Trauring, and the origin of the father, Israel Wolf Trauri(n)g. Any assistance would be greatly appreciated.

Z. 21869 wurde dem am 21. April 1869 zu Pilzno in Galiz.
geborenen Israel Wolf Traurig die Bewilligung zur
Ă„nderung seines Namens in "Trauring"
gewilligt.

I can't read the first half line, but apparently it contains only a file number.
Translation of the rest:
According to the decree of the local government of 1 Apr 1873 (file number Z. 21869), Israel Wolf Traurig, born 21 Apr 1869 in Pilzno, Galicia, obtained premission to change his name to "Trauring".
