Handwritten Russian in the old alphabet is pretty hard for me to read but I can tell from the first couple of lines that it's a list of births in the Plunge Jewish community for 1880. Apparently it just lists boys because a notation says it's for military conscription purposes

Father's first name: Dovid
Father's last name: Rost
Mother's First name: Fruma
Son's name: Shlioma
The copy is issued on August 11, 1898.

My comments:
1.There is a name of father of Dovid Rost, but I can not decode it. It is "Ovs/unreadable letter/ev"
2.Plungyany now known as Plunge, is a city in Western Lithuania.
3.Shlioma is a short name for Solomon

It states: In columns- Who did the briz, when child was born, who are the parents, Name of the child. In answer column: name of the person that performed briz, Date of child birth April 13in christian calendar, 15 of iyar in jewish calendar(year1880). Name of the parents David and Fruma ?Ovsnevich. Name of the son Shmoma.
On top of the document underlined: For military records
9/22/2009 The name of Dovid's father is Ovsei.
