It's Russian. Handwritten Russian is hard for me, a non-native, to make out. I may try later if no one does it (the first part asks the addressee Rivka why she has not written). Or you might re-post it, labelling it as Russian to attract those who know the language
8/10/2009 Dear Rebbecca!
Why you didn't answer on my letter? What happen? I didn't receive any letters from Khai Nelya for a few days either. Please, reply immediately. May be you know what happen with him? I don't have any news. I don't work a lot now. I work time to time as a seasonal worker. /The sentence is cut so I can not translate it./
Please, reply immediately.
Your Ettya.
My address is 10E 109 Str. Feinstain ...../you can read the rest of the address on the postcard/

Dear Rivecca. Why you are not answering my letter, what is going on.I did not hear from Chaikel for couple of days either. I do not know what to think. Answer immediately if you know. Nothing is going on in my life. There is not much work available at this time. I would go to Chicago if I would be able to find a job.
(I attempted to keep the style of the letter as it was written)
