Question about the date: this inscription by my great-grandfather in Vienna ("Zum Andenken an die Gross-Eltern gespendet am ...") seems to be dated "4/7 917". Does that mean July 4, 1917? Was it common to leave the thousands digit off the year?

7/4/1917 would mean April 7th, 1917
4/7/1917 would mean July 4th, 1917

but I think she wrote 4/1917 which means April 1917.

P.S.: If you need a translation it would mean "In remembrance of the grandparents - donated on".
