1. A righteous man who loved the Torah
2. he was a gabbai of the holy things (charity) for the Holy City of Jerusalem, may it be rebuilt!
3. who did [good works] and made others do [good works]
the Rabbi (or Rabbi-like person)
4. Casriel son of Aaron
5. who departed to his rest in the Garden of Eden on the 23rd day of Adar, [5]677
6. May his soul be bound in the bond of the living

It seems that this man was responsible for collecting monies to be sent to support the poor of Jerusalem and its public institutions.

5677 is 1917. Interestingly, whoever made the stone, did not want to use the Christian system of reckoning the year.
